Kerry Hotopp

Assistant General Counsel (Acquisition Integrity) and the Navy Suspending and Debarring Official, The Department of the Navy Office of the General Counsel

Kerry Hotopp is the Assistant General Counsel (Acquisition Integrity) for the Department of the Navy. As head of the Acquisition Integrity Office, Mr. Hotopp leads the Department’s efforts on fighting acquisition fraud. He is also the Department’s suspension and debarment official.

Leading up to his current job, Mr. Hotopp developed a significant fraud practice, being involved in a number of high-profile fraud cases both in the Department and in private practice. He was part of a small team that examined one of the largest fraud cases in the history of the Naval Sea Systems Command and developed numerous recommendations to prevent similar fraud in the future. In private practice, he concentrated on the False Claims Act and litigated the first False Claim Act case connected with the Coalition Provisional Authority in Iraq.

In addition to his role in fighting acquisition fraud, Mr. Hotopp is an acquisition attorney. In this capacity, he advised programs on competitive and sole-source acquisitions and successfully defended scores of award decisions in front of the Government Accountability Office and the U.S. Court of Federal Claims. He has advised on some of the largest and most complex contracts in the federal government, including the world’s largest internal network and the $80 billion SeaPort contract used for support services throughout the Navy. He started his career in private practice, in the litigation department of Fried, Frank, Harris, Shriver & Jacobson.

Mr. Hotopp is a graduate from the Northwestern University School of Law and from the University of Rochester. He is admitted to practice in the District of Columbia.
