Senior Attorney, Department of Defense Standards of Conduct Office

Mr. F. Dean Raab is a senior attorney in the Standards of Conduct Office, Office of the General Counsel, Department of Defense. Mr. Raab provides ethics advice to members of the Office of the Secretary of Defense, and assists the Alternate Designated Agency Ethics Official with the execution of the DoD ethics program. He previously served as an ethics attorney in the Army General Counsel’s office. Mr. Raab served on active duty in the Army JAG Corps for 27 years, retiring in 2018. His assignments included Executive Officer to the General Counsel of the Army; Staff Judge Advocate, US Army Medical Command; Legal Advisor, Office of Security Cooperation-Iraq; Deputy Staff Judge Advocate, US Army Pacific; Staff Judge Advocate, National Training Center and Fort Irwin; and Assistant Executive Officer, Office of The Judge Advocate General. Mr. Raab is a graduate of the US Army Command and General Staff College, and completed a US Army War College Fellowship in the Civil Division, US Department of Justice. He received a B.A. in Political Science from the University of Michigan, and a J.D. from The Dickinson School of Law, Pennsylvania State University. Mr. Raab is admitted to practice law in the Commonwealth of Pennsylvania.
